Dabei bereiten ihm nicht nur er selbst, sondern auch seine mangelnden Sprachenkenntnisse sowie exotische und kulinarische Genüsse Schwierigkeiten. Das Unglück nimmt seinen Lauf und gipfelt schließlich in den Filmfestspielen von Cannes, wo seine Urlaubsvideos durch eine Verkettung von Missverständnissen gezeigt werden.

Mr. Bean a gagné une semaine de vacances sur la Côte d'Azur, et une caméra vidéo. Il quitte son Angleterre natale pour la France. Arrivé à Paris, il demande à un autre passager de le filmer en train de monter à bord du train pour Cannes. L'homme est en fait le réalisateur russe Emil Duchevsky, qui se rend à Cannes pour faire partie du jury du Festival du Film. Dans la confusion du départ, Duchevsky rate le train, et Mr. Bean se retrouve à bord avec Stepan, son fils de dix ans, qui ne parle pas un mot d'anglais. Pour Mr. Bean et Stepan commence alors un périple vers le sud de la France plein de surprises, de rencontres et d'aventures toutes plus délirantes les unes que les autres...

Mr. Bean ha vinto il Primo Premio della lotteria organizzata dalla parrocchia del quartiere: una settimana di vacanza nel Sud della Francia e una videocamera nuova di zecca. Soggiornerà a Cannes, e proprio al culmine del suo famoso festival cinematografico. Prende l'Eurostar per Parigi e filma tutto con la sua nuova videocamera. Alla Gare de Lyons chiede ad un altro viaggiatore di riprenderlo mentre sale sul treno per Cannes. L'uomo è Emil Duchesvsky, un regista cinematografico russo che sta andando a Cannes perché membro della giuria del Festival. Emil gli fa questo favore, ma nella confusione delle riprese, viene lasciato sulla piattaforma accanto ai binari mentre il treno lascia la stazione. Mr. Bean sta viaggiando verso il Sud quando si accorge che il figlio di Emil, Stepan, di 10 anni, è sul treno senza suo padre. Nessuno dei due parla la lingua dell'altro.

Childlike Englishman, Mr. Bean, is an incompetent watchman at the Royal National Gallery. After the museum's board of directors' attempt to have him fired is blocked by the chairman, who has taken a liking to Bean, they send him to Los Angeles to act as their ambassador for the unveiling of a historic painting to humiliate him. Fooled, Mr. Bean must now successfully unveil the painting or risk his and a hapless Los Angeles curator's termination.
