Kriegsmobilmachung 1939: der tolpatschige Läppli, ein Grossmaul und Wichtigtuer, wird wegen antimilitärischer Reden inhaftiert. Als man ihn später dennoch zur Offiziersordonnanz befördert, setzt er sein mutwilliges Treiben fort. Er handelt ohne Argwohn, wirkt leicht vertrottelt, eine läppisch einfältige Seele, schwätzt ins Blaue hinein und schafft in harmloser Naivität immer wieder eine Lage, die über die Tücke des Zufalls oder den sturen Militarismus lachen lässt. Seine Umwelt, Stabsgebiet der Offiziere, wird dabei mit Ironie, aber ohne bösen Hohn gezeichnet.

Theophil Läppli is a swiss patriot, who after a trip to Greece tries to recover the democratic roots of Switzerland. With much enthusiasm and idealism he's discovering, that corruption and greed are wide spread in his beloved country. This is the second movie about Theophil Läppli after HD-Soldat Läppli (1959).
