Paul Rhys (né le 19 décembre 1963) est un acteur de télévision, de cinéma et de théâtre gallois. Rhys a étudié à RADA à Londres, et reçu la médaille d'or de Bancroft en 1987. Pendant son séjour, il a obtenu son premier rôle majeur dans «Absolute Beginners» (1986). Depuis, il est rarement sorti de la scène et de l'écran. Sa première exposition aux Etats-Unis a été lorsque le légendaire réalisateur américain Robert Altman a fondé Rhys, quand il était encore étudiant, comme Theo van Gogh dans "Vincent et Theo" en face de Tim Roth en tant que Vincent.
