Dicky Gordon, la soeur de Hulk Hogan, vieil ami de Barracuda, dirige un centre récréatif pour les enfants des quartiers de Venise. Depuis plusieurs mois, elle subit les pressions de Sonny Carter, un individu louche qui cherche à s'approprier les terrains où est installé son centre.
