Criminel fugitif recherché par la police, A.J. Bancroft a rédigé des mémoires dans lesquelles il fait des révélations fracassantes susceptibles de déclencher le limogeage de certaines personnalités des hautes sphères de Washington. Parmi elles, Jacob Edwards, ex-associé de Bancroft, lancé dans une campagne pour être élu membre de la Commission du budget de la Défense. Redoutant la publication de l'ouvrage, ce dernier décide de faire éliminer Bancroft.
