A la faveur de l'arrestation d'un couple de braqueurs, on découvre, pendu à un pont, le cadavre d'un homme à qui on a tiré dans les deux yeux, un joker glissé dans la poche. Frank et Horatio y voient la main de la mafia, d'autant plus que le défunt, Jake Richmond, possédait plusieurs des boîtes de nuit de Miami et que son principal employé, Cesar Morales dit Cousin, travaillait précédemment pour Joey Salucci, mafieux notoire.
