L'équipe du MI-5 découvre avec stupeur que des hommes du MI-6 ont délibérément ignoré des informations annonçant l'imminence de l'attaque terroriste. Il apparaît bientôt clairement qu'un groupe d'hommes d'affaires et de politiciens, mené par Jocelyn Myers, le père de Ros, essaie de prendre les commandes du pays.
