The government publishes its report on the investigation into the death of seven terrorist suspects in a fire at a prison. Harry suspects a cover-up, then discovers that one of his team has been implicated.

Dans le métro, un homme demande à Ruth de la monnaie, puis se suicide sous ses yeux. Selon elle, il semble avoir voulu lui transmettre un message codé. L'homme se trouve être le chef de la sécurité d'une prison incendiée la semaine précédente. Sept présumés terroristes sont morts dans le sinistre. Ruth décide alors de mener sa propre enquête. Très rapidement, ses investigations l'entraînent vers un piège : d'autres services de renseignement tentent de la rendre responsable de ce décès. Toute l'équipe du MI-5 se regroupe alors pour la protéger. Ils découvrent le but de la machination : dissimuler les sévices subis par les sept supposés terroristes.
