The secret US abduction of a suspected terrorist from his Middle East homeland leads to a wave of terrorist attacks in New York. An FBI senior agent and his team attempt to locate and decommission the enemy cells, but must also deal with an Army General gone rogue and a female CIA agent of uncertain loyalties.

Nach der Entführung eines irakischen Scheichs durch die Amerikaner, wird New York von Bombenattentaten islamischer Fanatiker erschüttert. Das FBI, hier vertreten durch den Agenten Hubbard hat große Mühe, die Angelegenheit unter Kontrolle zu bringen, da er sich gleichzeitig auch noch mit der CIA auseinandersetzen muß.Als die Situation zu eskalieren droht, wird über New York, speziell Brooklyn, der Ausnahmezustand ausgerufen und das Militär übernimmt die Stadt. Durch das radikale Vorgehen gegen alle möglichen Ausländer des verdächtigen Kulturkreises wird die Stadt mehr und mehr zu einem Hexenkessel.

Les États-Unis sont devenus la cible des terroristes palestiniens. Les attentats se multiplient dans les grandes villes. Quelque part dans le désert, un leader integriste est enlevé par un commando et mis au secret. Anthony Hubbard, qui dirige la cellule antiterroriste de New York, recoit un coup de fil anonyme exigeant la libération de l'intégriste. De nouveaux attentats meurtriers sont commis. Hubbard remonte la piste et découvre qu'Élise Kraft, agent de la CIA, entretient des liens étroits avec un jeune émigré palestinien dont il est à la fois l'informateur et l'amant.
