En Iran, un incident dans un laboratoire militaire souterrain laisse échapper un virus mortel éliminant tous les scientifiques qui travaillaient à son élaboration. Mehan Asnik, un terroriste notoire, parvient à s'emparer d'une des souches du virus et prévoit de la libérer à Londres pour porter un coup fatal au processus de paix qui s'engage entre le Royaume- Uni et son pays. Le MI-5 a vent des desseins d'Asnik et reçoit l'ordre de l'exécuter avant qu'il ne quitte Téhéran.
